Dear Wave riders of Dispur College,
As I pen down this message to you, I feel incredibly proud and humbled to have the honor of addressing such a brave and ambitious group of individuals. There are few in this world who can master the call of the sea; fewer still choose to answer it.
Being part of the Naval Wing of the NCC is not just about service – it’s about invoking a spirit of discovery, it’s about embodying courage and resilience, and it’s about perpetuating a legacy steeped in valor and committed to safeguarding our maritime legacies and territorial integrity.
Throughout your journey as cadets, I urge you to remember why you stepped onto this path. The principles you are learning today – unity, discipline, bravery, team ship, and perseverance – are not confined to your time in NCC but are beacons to guide your life ahead.
As you navigate the turbulent waters of mighty Brahmaputra and life, harness the lessons that your training imparts. With every challenge faced, grows your strength; with every misstep, a lesson learned; with each victory, a testimony to your grit, spirit, and dedication.
Remember, a naval cadet’s character is not forged merely by smooth sailing but by the storms they have weathered with unyielding resolve. Sail unafraid into the tempest, let the winds of fortitude fill your sails, and command your destiny with unwavering determination.
Your journey may not always be easy, but remember that it is the struggle that refines us and the journey that matters more than the destination. As it is often said in the Navy, “A smooth sea never made a skilled sailor.”

Lt Cdr Debanand Doley, the Commanding Officer of 48 Assam Naval Unit NCC, is an alumnus of the 123 course at the National Defence Academy, Pune. He was commissioned into service on November 25, 2013. Lt Cdr Doley holds a Bachelor’s degree in Chemistry (JNU) and has earned two Master of Science degrees, one in Applied Electronics & Communication (JNU) in 2014, and another in Naval Weapons and Technology (CUSAT University) in 2020. With expertise in Gunnery and Missiles, Lt Cdr Doley has served as a specialist Gunnery Officer on various Indian Navy warships. He assumed the role of Commanding Officer at 48 Assam Naval Unit on July 17, 2022.
